Taunton Deane Borough Council is the planning authority for this area, and as such makes decisions on planning applications. But it always consults Parish Councils on ones on their patch, and takes their recommendations seriously. Most decisions are taken by TDBC planning officers under delegated powers, with only exceptional ones being made by Councillors at Planning Committee. However, if the officers do not agree with the Parish Council's recommendations they can't take the decision themselves, but are bound to refer it to the Committee, which the Parish Council and other interested parties can attend to argue their case.

Trull Parish Council decides upon its recommendation at a public meeting (normally its regular monthly meeting) at which the applicant, neighbours and other interested parties may attend and state their point of view. The application will have been investigated and assessed by the planning lead Parish Councillor, who will advise the Parish Council before it makes its decision. This will be to recommend approval or rejection, or to make no comment if it feels the issues involved are beyond its competence.
